Can you spot the usability bug in this google screen?

Didn't expect this from Google!

Other than the fact that now new signup is accepted I see

1) Bots can signup with any email id . There are no checks that a human is entering the data, by asking the human to enter a code which is shown as a convoluted image.

2) Just I noticed , it knows you ! and your email (in right top corner), then why it is asking for the same information ? !
It should just have a checkbox and a submit button, which asks your preference whether it needs to notify you or not
